Notice of Availability and Intent to Adopt a Mitigated Negative Declaration

Delta Diablo (District) has prepared an Initial Study/Mitigated Negative Declaration (IS/MND) for the proposed Manhole, Gravity Interceptor, and Easement Road Improvements Phase 2 Project in accordance with the California Environmental Quality Act (CEQA).

The IS/MND is being circulated for public review and comment. Interested agencies, organizations, and members of the public are invited to review the document and provide comments during the public review period.

Project Description

The proposed project includes rehabilitating or replacing approximately 53 manholes along the Shore Acres Interceptor (SAI) and Willow Pass Interceptor (WPI), rehabilitating approximately 8,882 linear feet of sewer pipes along the SAI and WPI, constructing a permanent underground bypass system, and improving access roads to access five of the District’s manholes along the SAI.

Public Review Period

Review Period: July 21, 2026 – August 20, 2026

Written comments on the IS/MND must be received by the District no later than 5:00 p.m. on August 20, 2026.
