Proposed Sewer Service Charge Increases for Fiscal Year 2020/2021 (FY20/21)

Delta Diablo provides wastewater conveyance and treatment services for over 70,000 customer accounts (residential and non-residential), representing approximately 213,000 residents in the communities of Antioch, Pittsburg, and Bay Point. In developing its budget each year, we carefully consider operational and capital investment needs to maintain effective and reliable wastewater conveyance and treatment services. Our primary revenue source comes from Sewer Service Charges (SSCs) charged to residential, commercial, and industrial customers on the tax roll each year. For Fiscal Year 2020/2021 (effective July 1, 2020), Delta Diablo is proposing a 3.5% increase for Antioch/Pittsburg customers (+$13.63/year) and 3.0% for Bay Point customers (+$16.21/year). The District has worked hard to reduce the impact of SSC increases on the local community, especially in consideration of the current COVID-19 pandemic. In fact, this SSC increase is the lowest annual in 14 years (since 2006) and Delta Diablo’s rates remain well below the average of peer agencies in the Bay Area. The proposed SSC increase is required to offset increases in operating costs, fund capital investment in critical wastewater infrastructure, and ensure long-term financial sustainability.

Delta Diablo is committed to fair and reasonable rates. As a not-for-profit public agency, state law only allows the District to recover costs necessary to operate and maintain our system and ensure that it is stable and safe for the future. The District follows Proposition 218 guidelines for establishing rates and conducting public hearings. The District has been recognized for excellence in financial reporting by the Government Finance Officers Association and is audited annually by an independent accounting firm.
