The East County Bioenergy Project - Organics Co-Digestion (Project) is a unique public-private partnership between Delta Diablo (the District) and Mt. Diablo Resource Recovery (MDRR). The Project involves construction of a new biorefinery at the Project Site, co-located with the District’s wastewater treatment plant (WWTP) in Antioch. The Project would convert food waste and wastewater sludge via an anaerobic digestion process into a range of bioproducts and biogas which can be used to generate renewable energy. The Project is expected to have considerable benefits including biopower generation, waste and wastewater management, generation of sale-able co-products, and reduction of greenhouse gas (GHG) emission sources. The Project would transform the District from a net-energy-consumer to a net-energy-producer capable of meeting all the WWTP energy needs with surplus available for export from the site for other uses. Exported energy could be in the form of electricity or biogas treated for local use, or as vehicle fuel.
In accordance with the California Environmental Quality Act (CEQA), the District has prepared an Initial Study (IS)/CEQA Checklist for the above-referenced project. The Initial Study determined that the proposed Project, as amended by the included mitigation measures, will not have a significant adverse effect on the environment.
