Delta Diablo (District) prioritizes the repair and replacement of its equipment and facilities via a comprehensive Capital Improvement Program (CIP).  This reflects strong fiscal responsibility ensuring successful, long-term rehabilitation of our infrastructure and investment of ratepayer funds to provide essential community wastewater services to residents and businesses in Antioch, Bay Point, and Pittsburg.

Wastewater

  • East County Bioenergy Project, Project No. 16117

The District and Contra Costa Waste Service, Inc., dba Mt. Diablo Resource Recovery (MDRR), a Garaventa Company, have partnered to develop the East County Bioenergy Project for the purposes of maximizing the energy potential of existing biomass resources (biosolids, wood waste, and food waste) and to reduce greenhouse gas (GHG) emissions over current management practices. The project has the potential to produce alternative vehicle fuels or enough electricity to serve both facilities with excess power exported to the grid.  Other benefits include production of fertilizer products, diverting organic waste from landfills, providing a long-term sustainable solution for biosolids and organics management, and serving as a model for other resource recovery facilities across California and the United States.

  • Pittsburg Force Main Improvements, Project No. 14116

In March 2016, Delta Diablo commenced construction on an additional 2.5 mile long sewer force main (pressure pipeline) serving customers in Pittsburg and Bay Point.  Installation of the second force main will enable our agency to safely convey millions of gallons of sewage and allow for essential rehabilitation of the existing force main, which is over 35 years old.  The construction contract is awarded to Steve P. Rados, Inc.  The total project cost, including design and construction, is $13.6 million and is financed with a low interest loan secured from the Clean Water State Revolving Fund through an agreement with the State Water Resources Control Board.  The Fund is capitalized through a variety of funding sources, including grants from the United States Environmental Protection Agency and state bond proceeds.

    • Headwork Improvements, Project No. 17117 

    This project includes design and construction of replacement headworks and grit removal facilities at the District wastewater treatment plant.   The existing headworks and grit removal are near the operating capacity and are nearing the end of their service life.  Replacement is needed to increase operational reliability and handle buildout flows.

    • Treatment Plant Switchgear Replacement 

    The switchgear system distributes utility and back-up emergency power to the entire Treatment Plant, Treatment Plant building, and Household Hazardous Waste Facility.  The existing Treatment Plant switchgear is nearing the end of its useful life and requires replacement.  The predesign work was awarded to LEE & RO, Inc.  LEE & RO, will assist staff with preliminary tasks, including:  identifying the District’s future power needs, automation needs, safety requirements, available equipment, siting, and an implementation plan to allow the District to plan and coordinate its operations in advance of this major construction work.  Predesign is anticipated to be completed in early Spring 2017.

    Recycled Water

    • Recycled Water System Storage Tank, Project No. 17127 

    This project will provide for installation of a new 1 million gallon storage tank out in the recycled water system to improve the District’s service and system reliability.  The project is currently in the feasibility and planning stage as the District is trying identifying design criteria and evaluating the required tank capacity, siting and configuration, and operational control strategy.  Design is anticipated to commence in Summer 2017.
